Understanding Bali Property Zoning

Before buying land in Bali, it is essential to understand how the property is zoned. Zoning determines how land may be used and can have a major impact on what you can build, develop or operate.

On property maps, zoning is commonly shown using colours such as green, yellow, pink and red. These colours are useful as a quick reference, but they are only the starting point. The applicable spatial plan and detailed zoning regulations determine the actual permitted uses and development parameters for a specific property.

Green Zone

Green zones generally cover agricultural and protected agricultural land, including rice fields and other areas intended for farming. Development and conversion can be restricted, particularly where additional agricultural protection applies. Green land should never be assumed to be buildable simply because it is privately owned or located near developed areas.

Yellow Zone

Yellow zones generally indicate residential or settlement areas. They are primarily intended for housing and residential development, although certain additional uses may be permitted depending on the specific zoning designation. Commercial or tourism use should always be checked before purchasing.

Pink Zone

Pink zones generally indicate tourism-related areas and are particularly relevant to hospitality and tourism investment. Villas, hotels and other tourism-related projects may be permitted depending on the specific zoning designation and applicable regulations. Pink zoning does not automatically mean that every type of commercial villa or hospitality operation is permitted.

Red Zone

Red zones generally relate to commercial, trade and service activities. They can be relevant for restaurants, retail, offices and other commercial developments, subject to the permitted uses and development parameters of the specific area.

Orange Zone

Orange is commonly used by some property maps to indicate mixed-use or other development-oriented areas. However, colour conventions can vary between mapping systems, so orange should not be treated as a universal legal zoning category. The underlying zoning designation must be verified for each property.

Blue Zone

Blue areas commonly represent water-related, conservation or environmentally protected areas, depending on the mapping system. Development may be highly restricted in these locations, particularly around waterways, beaches and environmentally sensitive areas.

Other Zoning & Special Areas

Bali’s spatial planning system includes other categories covering areas such as forests, conservation, infrastructure, public facilities and culturally or environmentally protected areas. Additional restrictions can also apply to individual properties because of their location, regardless of the property's primary zoning colour.

The Important Part: Colour Is Only the Starting Point

A zoning colour should never be treated as a guarantee that a particular property can be built or operated for a specific purpose. Before purchasing land, the applicable zoning designation, permitted use, development parameters, access and required approvals should be verified for the individual property.
